Mexico City, Tuesday, October 20th, 2009 10:25 Internet and cable TV services will pay an additional 3% of the Impuesto Especial Sobre Producción y Servicios (IEPS, Special Tax on Production and Services), according to the opinion approved by the Comisión de Hacienda (Finance Committee), in the Cámara de Diputados (House of Representatives). Similarly, the Comisión de Hacienda approved a 26.5% IEPS on beer, 170.9% to tobacco, as well as three pesos per liter of alcoholic beverages. The approvals by the commission shall be integrated into the positive opinion that will be sent to the Cámara de Diputados that will vote this day the tax package for 2010. The opinion notes that with the increases in IEPS, the Hacienda Pública (Treasury) will get 21 billion pesos next year.
08:50 The Comisión de Hacienda approved an additional increase of 28 to 30% of Impuesto Sobre la Renta (ISR, Income Tax) for individuals earning more than four minimum wages per month. According to the Executive's proposal, the corporate ISR rate will increase to 30% during fiscal years 2010 to 2012, and will apply a rate of 29% in 2013 returning to 28% in 2014. For the primary sector it remains a subsidy in the ISR rate equivalent to 28%, generating additional revenue by 45.937 billion pesos.
06:30 With 22 votes for, 9 against from PRD and PT, and one abstention, the Comisión de Hacienda of the Cámara de Diputados gave the green light to the opinion that increases from 15 to 16% the Impuesto al Valor Agregado (IVA, Value Added Tax) applicable to 2010. The Comisión de Hacienda y Crédito Público of the Cámara de Diputados endorsed the amendment to the Ley de Impuestos a los Depósitos en Efectivo (LIDE, Law on Taxation of Cash Deposits), which increases from 2 to 3% on deposits of more than 15 thousand pesos in a month, before it was for 25 thousand pesos. This change is intended to raise 13.079 billion pesos, according to the Ley de Ingresos (Revenue Bill) for 2010. The text of the initiative establishes the payment of this tax on individuals and corporations for cash deposits made into their accounts, up to an accumulated amount of 15 thousand pesos in each month of the fiscal year, except for acquisitions on cash of cashier's checks. When a person performs several deposits in one institution, says the opinion, which the accumulated amount exceed 15 thousand pesos in a month, the financial system should collect regardless of any of the open accounts the taxpayer have in it.
